In 1884, the Burton-upon-Trent Union opened a new workhouse on Belvedere Road at Outwoods. The building was designed by JH Morton of South Shields and built by the Messrs Walker and Slater of Derby. The site later became Burton District Hospital, and then Queens Hospital
