Buck Balfour. Cartoon of Arthur Balfour (later British Prime Minister) when he was Chief Secretary for Ireland on the cover of Funny Folks. He was the author of the Perpetual Crimes Act, or Coercion Act (1887) aimed at preventing intimidation and unlawful assembly in Ireland during the Irish Land War. In this caricature his spurs of coercion and truncheon of brute force do little to tame old Irelands hog. Date: 1887
