Robert Arthur Talbot Gascoyne Cecil (1830 - 1903), 3rd Marquis of Salisbury, English Conservative Statesman, addressing a meeting at the Ulster Hall, Belfast. On the death of Disraeli in 1881, Salisbury had become leader of the Conservative party and was British Prime Minister several times in the 1880's and 90's. Date: 1893
