Boys eating buns on the Training Ship Exmouth, operated from 1876 by the Metropolitan Asylums Board on the Thames off Grays, Essex. In 1903, the original vessel became unsafe and was replaced by an identical ship made of iron and steel. Boys aged 12-15, most of them coming from London workhouses, were trained in seamanship, with many going on to join the naval services
