Earl of Minto
Gilbert Elliot-Murray-Kynynmound, 4th Earl of Minto (1845-1914) - Governor-General of Canada (1898-1904) and Viceroy Governor-General of India (1905-1910). He is wearing (amongst myriad other decorations) a British Egypt Campaign Khedives Star Medal, won for his efforts in raising a Canadian volunteer force to serve with the British Army in the Sudan Campaign of 1884. Date: circa 1905
